Mới đây, Thông tư 01/2023/TT-BLĐTBXH của Bộ Lao động – Thương binh và xã hội đã công bố mức điều chỉnh tiền lương và thu nhập tháng đã đóng bảo hiểm xã hội (hệ số trượt giá) mới. Theo đó, hệ số này đã được điều chỉnh tăng so với năm 2022.
Hệ số trượt giá BHXH năm 2023 tăng bao nhiêu?
Mức điều chỉnh tiền lương và thu nhập đã đóng BHXH còn được biết đến với tên gọi khác là hệ số trượt giá BHXH, giúp tạo ra sự cân bằng về giá trị tiền tệ ở thời điểm hiện tại so với thời điểm trước. Cuối mỗi năm, Bộ Lao động – Thương binh và Xã hội sẽ công bố một hệ số mới áp dụng cho năm sau.
Vào ngày 3/1/2023, Bộ Lao động – Thương binh và xã hội đã ban hành Thông tư 01/2023/TT-BLĐTBXH quy định về mức điều chỉnh tiền lương và thu nhập tháng đã đóng bảo hiểm xã hội.
Mặc dù đến 20/2/2023, Thông tư này mới có hiệu lực nhưng những quy định về hệ số trượt giá đã được áp dụng từ 1/1/2023.
Theo đó, từ ngày 1/1/2023, hệ số trượt giá BHXH sẽ được áp dụng cụ thể như sau:
Hệ số trượt giá BHXH đối với người tham gia BHXH bắt buộc
Hệ số trượt giá BHXH đối với người tham gia BHXH tự nguyện
Có thể thấy, so với năm 2022, hệ số trượt giá BHXH năm 2023 trong các giai đoạn đều tăng, có giai đoạn tăng mạnh đến 0,16 (giai đoạn đóng BHXH trước năm 1995).
Tăng hệ số trượt giá BHXH, những khoản tiền nào của người lao động cũng sẽ tăng theo?
Hệ số trượt giá BHXH là một trong các căn cứ để tính tiền lương/thu nhập tháng đóng BHXH của người lao động. Cụ thể:
Tiền lương/thu nhập tháng đóng bảo hiểm xã hội sau điều chỉnh của từng năm = Tổng tiền lương tháng đóng bảo hiểm xã hội của từng năm x Mức điều chỉnh tiền lương đã đóng bảo hiểm xã hội của từng năm tương ứng
Đồng thời, mức bình quân tiền lương/thu nhập bình quân tháng đóng BHXH (Mbqtl) được tính như sau:
ổng số tiền lương tháng đóng BHXH sau điều chỉnh / Tổng số tháng đóng BHXH

Trên cơ sở đó, những khoản tiền BHXH sau được tính theo mức bình quân tiền lương/thu nhập tháng đóng BHXH sẽ bị thay đổi khi hệ số trượt giá thay đổi. Như vậy, năm 2023, khi hệ số trượt giá tăng, các khoản tiền BHXH trên cũng sẽ tăng theo.
Lương hưu hàng tháng
Điều 7 Nghị định 115/2015/NĐ-CP nêu rõ công thức tính lương hưu như sau:
Lương hưỷ lệ hưởng x Mbqtl
Trợ cấp 1 lần khi về hưu: Mức trợ cấp một lần được tính theo số năm đóng BHXH cao hơn số năm tương ứng với tỷ lệ hưởng lương hưu 75%, cứ mỗi năm đóng BHXH thì được tính bằng 0,5 tháng mức bình quân tiền lương/thu nhập tháng đóng BHXH.

Mức hưởng BHXH 1 lầ(1,5 x Mbqtl x Thời gian đóng BHXH trước năm 2014) + (2 x Mbqtl x Thời gian đóng BHXH sau năm 2014)

Mức hưở x Lương hưu – 0,5 x (Số tháng đã hưởng lương hưu -2) x Lương hưu
– Người lao động đang đóng BHXH hoặc đang bảo lưu thời gian đóng chết:
Mức hưở,5 x Mbqtl x Số năm đóng BHXH trước năm 2014 + 2 x Mbqtl x Số năm đóng BHXH từ năm 2014 trở đi
